Primus is the environment the rest of the work is thought in: a local-first workspace for textual cognition and reasoning, with its operating rules committed to the repository rather than held in someone's head.
It is being brought under version control from an existing local tree rather than scaffolded fresh. That is a deliberate choice — the accumulated history is the asset, and a clean-room restart would throw it away to make the commit log look tidier.
